《全境通告 APB》该剧根据一篇文章《Who Runs the Streets of New Orleans》得到灵感。背景为在一个破产﹑奄奄一息的城市中，一个神秘﹑科技界的亿万富翁，因为好友被谋杀，于是出资在一间身陷麻烦的警局，设立一支 私人的警察部队，以解决市里各种混乱的情况。David Slack及Len Wiseman亦为执行制片人。Justin Kirk将饰演剧中亿万富翁兼天才Gideon Reeves，在带着孩子气的好奇心时，同时也有令人难以抗拒的魅力。在好友被谋杀后，决定要把原本的警察系统大大改变。在剧中他为警局开发了一个新应用 – APB，并提供各种高科技玩意给警员。Natalie Martinez饰演Theresa Murphy警探，她爱嘲弄﹑自信﹑来自警察世家﹑从不怕质疑权威，因此她被一直各警局上司嫌弃，并被丢弃到混乱的13警局。在《女王心计 Reign》演出的Caitlin Stasey饰演Ada Hamilton，个性引人注目﹑聪明﹑愤世嫉俗，是Gideon Reeves的警局中，被带进警局科技部门的强势领导。她有反传统的﹑泼辣的个人风格。《赌城风云 Vegas》主演Taylor Handley饰演警员Nicholas Brandt，是曾上过战场的前海军陆战队，在面对城市街道前，仍然摆脱不了在战场时的感觉。Ernie Hudson饰演警監Ned Conrad，一个脾气暴躁﹑粗野的13区警局老鸟，他对警局的新”主人”Gideon Reed并不卖帐；Tamberla Perry饰演警官Tasha Goss﹑Nestor Serrano饰演市长Michael Salgado。Eric Winter饰演警司Tom Murphy，一个凶悍的警察，但在强硬的外表上实际有着宽大的胸怀，而且是个居家好男人。他是凶杀组警探Theresa Murphy的丈夫，有两个孩子。
