讲述1949年前后共产党人为建立新中国，与黑暗势力进行最后决战并取得胜利的故事。该剧以傅作义和平起义前后的北平为故事发生地，以北平的和平解放以及我党接管北平、建设北平为主线，着重描绘以主人公张正汉为代表的共产党人如何从驰骋沙场的将士，转变为投身经济建设的干将，他们向世界昭示着中国共产党既能打碎旧世界的束缚，也能胜任建设新社会、造就民族振兴、带领人民走向幸福的责任。
