故事始于1949年5月，解放军进攻长海市前夕，城里发生了一连串令人不安的事件。美军仓库被抢，美国公民遇害。西方在华使团认为这是对其在华利益的严重挑衅，因此在真相未白的情况下，把矛头指向了解放军，美国的巡洋舰已经驶到了江口，敌人试图把外国军队拖入中国的内战，战争一触即发。
