1958年初，新中国诞生后的第一个五年计划中，唯有石油部没有完成计划。西方国家妄图用石油“窒息红色中国”，年轻的新中国石油告急，毛泽东、周恩来等国家领导人一筹莫展。解放军总后勤部部长独臂将军余秋里于危难之秋出任石油部长。余秋里上任后，按照邓小平关于将石油勘探的重点由西部转移到东部的指示，积极在东部寻找油田。在八大二次会议上，余秋里带领石油部在事先定下的“成绩软，嘴上不能软”的调子，打了各部局一个突然袭击。1958年4月，余秋里在四川南充视察时，把解放军“支部建在连上”的传统带到了石油战线，要求每个钻井队都要建立党支部，配备一名政治指导员，宁肯少打两口井，也要把基层党支部建设好。中苏关系恶化，苏联背信弃义，撤走专家。年轻的新中国周边局势日趋紧张。毛泽东、周恩来和国防部长彭德怀等都非常关心石油状况。四川龙女寺2号井、南充3井等喜喷原油，石油部上下一片欢腾。在成都开会的毛泽东，没有和余秋里打招呼，突然现身四川隆昌气矿，并题词“四川大有希望”。不久，川中会战败退，余秋里压力重重。
